SUBJECT MATTER SPECIALIST

Independent Expert Analysis • Accident Investigation • Risk & Liability
Bill NADEAU SME Court.png
Independent expertise for diving accidents, marine operations, risk, safety and litigation.

When a diving incident, operational decision, safety question or liability issue requires more than a conventional diving perspective, independent subject matter expertise matters.

Bill Nadeau brings more than four decades of experience in professional, commercial, technical and public-safety diving to the analysis of complex diving and marine matters. His experience spans underwater recovery with the RCMP, Dive Rescue operations with the Canadian Coast Guard, technical and closed-circuit rebreather diving instructor, marine incident investigation, expedition diving, diving safety, professional diver training and leadership of complex, high-consequence operations.

His more recent work includes serving as Diving Safety Officer with Inkfish Research Expeditions, working within advanced scientific and exploration environments, and providing specialized diving training to Canadian Special Forces. He has also served as an independent reviewer for research ethics and ethical review processes, bringing an operational risk and human-factors perspective to research involving people, specialized environments and potentially high-consequence activities.

This breadth of experience allows Bill to examine diving and marine incidents from multiple perspectives, not simply from the standpoint of a diver, but from the perspectives of risk, human performance, equipment, organizational culture, operational decision-making, regulatory requirements and accountability.

Expert Analysis. Operational Experience. Independent Perspective.

Bill provides independent subject matter expertise to lawyers, insurers, diving organizations, marine operators, training agencies, researchers and other organizations requiring an experienced technical perspective.

His areas of expertise include:

  • Expert witness and litigation support for diving and marine-related matters

  • Diving and marine accident investigation and reconstruction

  • Accident causality and risk analysis

  • Diving and marine operational risk assessments

  • Safety plans and operational procedures

  • Quality assurance and independent operational reviews

  • Technical review of diving operations, equipment and practices

  • Professional diving standards and training systems

  • Human factors, decision-making and organizational culture

  • Marine and diving regulatory and legislative considerations

  • Research and ethical review of high-risk or specialized activities

  • Risk management and safety seminars and presentations

Bill has provided expert evidence in Canadian courts and has successfully defended the basis and application of his professional opinions. His background in law enforcement, marine investigation and public-safety diving provides a particularly valuable perspective when matters involve standard of care, employer responsibility, operational decision-making, negligence, causality or the actions of professional divers and organizations.

His academic work in leadership complements this operational experience, providing an additional framework for examining how people, organizations and leadership systems influence safety and decision-making in complex environments.

An SME who understands the environment - not just the theory.

Effective expert analysis requires more than credentials. It requires an understanding of what actually happens when people, equipment, organizations and environmental conditions interact in the real world.

Bill’s career has taken him from underwater recovery and public-safety diving to technical rebreather operations, marine investigations, expeditionary science, military training and organizational leadership. That experience provides the foundation for an independent, evidence-informed assessment of complex diving and marine matters.

For counsel, insurers, organizations or investigators seeking an independent expert perspective, Bill provides practical expertise grounded in decades of operational experience.
